Am 4. November 1918 kam es zu Befehlsverweigerungen innerhalb der deutschen Flotte. Kundgebungen zur Beseitigung des Krieges schlossen sich an. In dieser, für die Regierung kritischen Situation, waren der Rechtssozialist Noske nach Kiel geschickt um die Revolution im Keime zu ersticken.
